Gregg A. Davis, RPA, President
Gregg A. Davis is the President of Capitol Appraisal Group, LLC. He has over 35 years of experience in construction and complex property appraisals and has been recognized for his development of uniform methods of appraisal in the industry. He formerly served as Executive Vice President of a Texas Panhandle bank and worked for the Legislative Budget Board and the Office of Court Administration. He graduated from Texas Tech University with a BS in Finance.
Kenneth A. Hitt, RPA, Vice President
Mineral Division Manager
Kenneth A. Hitt leads the Oil and Gas Division of Capitol Appraisal Group, LLC. He is recognized as a measurement and control system specialist with over 35 years of experience appraising natural gas reservoirs, storage, and pipeline operations. He has served as a consultant to the Energy Council of California’s U.S. Congressmen and is a graduate of California State Polytechnic University, San Luis Obispo, with a BS in Mechanical Engineering.
Derek Maciak, Vice President
Information Systems Division Manager
Derek Maciak leads the Information Systems Division of Capitol Appraisal Group. Derek has more than twenty years of experience in the software industry and has consulted on many large-scale enterprise level applications in the Manufacturing, Retail, Hospitality, Publishing and Transportation industries to name a few. Derek is skilled at architecting, designing and developing complex, large-scale enterprise business systems that collect data from multiple sources and incorporate multiple User Interfaces (UI) including native windows, web and mobile devices. Derek graduated from Penn State University with a BS in Electrical Engineering.
David E. Popelar, P. E., RPA, Vice President
Chief Engineer
David E. Popelar leads the firm in special-purpose property appraisal. He is a licensed Professional Engineer and Real Estate Appraiser (certified general) with more than 15 years of appraisal experience. In addition to his appraisal background, he has more than a decade of experience in engineering and design having worked with some of the largest engineering firms in the U.S. and Europe. He is a graduate from the University of Michigan with a BS in Chemical Engineering.
Noel D. Wilcoxson II, RPA, EIT, Vice President
Industrial Division Manager
Noel Wilcoxson is a registered industrial appraiser specializing in chemical plants, power plants and other complex industrial facilities with additional experience as a property tax consultant. He graduated from Texas A&M University with a BS in Chemical Engineering. Noel is a member of the IAAO and is close to completing his CAE designation.
Gregory D. Anderson, RPA
Greg is a registered appraiser in the Industrial Complex Property Division with over 10 years experience in the valuation of complex industrial personal and real property. He also has over 20 years of manufacturing engineering experience in semiconductor manufacturing, equipment manufacturing and design, and oilfield measuring equipment manufacturing. He has a BS in Electronics Engineering Technology from DeVry University, a patent through Motorola, and an American Production and Inventory Control Society Certification in Production Inventory Management.
Kyle Barrett
Kyle Barrett is an appraiser in the Industrial Complex Property Division who brings 30+ years of experience in the property tax field. He was employed by the Parker County Appraisal District for 10 years. During his tenure he supervised the Business Personal Property Department and earned his RPA designation. He spent the following 8 years as Vice President for two top consulting firms and obtained his Senior Property Tax Consulting license. For the last 12 years he owned and operated his own property tax consulting firm before joining our team.
Ana Constancio
Ana Constancio brings over 15 years of professional office experience; including 9 years of Procurement Management. She has been responsible for office management, assisting accounting, process creation and support. She earned a AAS degree in Health Information Technology from the University of Phoenix. As a part of the Industrial Appraisal Team, she will be assisting in the compliance and analysis of the industrial utilities within Capitol.
Sandra Fain, RPA
Sandra Fain is a registered appraiser who leads the firm in Utility Appraisals in the Industrial Complex Property Division. She is a chemical engineer with over 5 years of experience working with different industries including oil, food, paper, and tobacco, among others. She also has an MBA in corporate finance from St. Edward’s University. For several years, she worked with the Bloomberg team in charge of developing the largest Private Equity product within the field of alternatives investments. She is also a certified Project Management Professional by PMI and earned a Six Sigma Green Belt Certification from the American Society for Quality.
Kristophor Irish, RPA
Kris Irish is a registered appraiser in the Industrial Complex Property Division. He has over four years of experience appraising industrial properties and holds a Bachelor of Science degree in Marketing from Olivet Nazarene University.
Cathy A. Jackson, RPA
Cathy Jackson is a registered appraiser in the Industrial Complex Property Division with over 30 years of experience. She has been with Capitol Appraisal for over 10 years. Cathy previously served as Chief Appraiser for Lamar CAD (1998-2005) and as a Deputy Chief Appraiser (1991-1998). She is a licensed realtor and holds an Associate of Science degree in Computer Science from Paris Junior College.
Morgan Janisch
Morgan Janisch is an appraiser in the Industrial Complex Property Division with five years of previous experience in appraisals, data analysis, and small business administration. Morgan graduated from Texas A&M University with a Bachelor of Science in Business.
Trent D. Johnson, RPA
Trent D. Johnson is a registered appraiser in the Industrial Complex Property Division. He has spent equal amounts of his tenure at Capitol Appraisal in both the Industrial and Mineral divisions. He specializes in machinery, manufacturing and the oil and gas industries. He currently is pursuing a Personal Property Specialist designation by IAAO.
Ashley Mayfield, RPA
Ashley Mayfield is a registered appraiser in the Industrial Complex Property Division and a Registered Tax Assessor. She has over 12 years of experience working for appraisal districts and has in-depth knowledge of ad valorem tax processes.
Roxanne Pavia
Roxanne Pavia is a member of the Utility Appraisals Team in the Industrial Property Division at Capitol. She has over 15 years of professional and accounting experience, having spent several of those years in state government bringing both an analytical and financial skillset. As part of the team, she will be assisting in the analysis and review of industrial utility appraisals.
Gerri A. Renfroe, RPA, Senior Appraiser
Client Relations Manager
“Tilly” Renfroe is a registered appraiser in the Industrial Complex Property Division with over 18 years of experience. She began her career with the Dimmit Central Appraisal District where she served as Chief Appraiser from 2005 – 2008. She has in-depth knowledge of the certification process and has worked closely with clients and property owners.
Jeff Taylor, RPA
Jeff Taylor is an industrial appraiser with over 15 years of experience in the property tax industry. He has previously worked for CAD’s, appraisal companies, and was a senior manager of a consulting firm specializing in personal property. His experience primarily lies in the oil & gas industry, as well as other energy sectors such as wind and solar. Jeff graduated from Tarleton State University with a BS in Business Management and has previously held an PTC license from the TDLR.
Na Wei, RPA
Na Wei assists industrial utility lead with complex business property analysis and appraisals. She has experience in data analysis, accounting, spreadsheets. She graduated from Texas State University with a MA in Accounting.
Stephanie Bridges, Division Order Analyst
Stephanie Bridges has a background in state government and assists with maintenance of ownership for oil and gas leases. She has a BA from Oklahoma State University.
Michael D. Davis, RPA
Michael (Mickey) Davis is a registered appraiser in the Mineral Division providing market value appraisal of mineral property and support for the Royalty Taxpayer Hotline. His experience includes banking, teaching/coaching, and real estate agent. He has a BBA in accounting from Texas A&M University.
Angie Flanagan, Division Order Analyst
Angie Flanagan has over 13 years experience in the oil and gas industry. She works closely with clients, operators and agents in multiple counties to maintain and provide the most accurate lease and ownership information. She also brings experience from the County Clerks office with the filing of legal documents and other instruments in the counties Official Public Records.
Esther Garza, Division Order Analyst
Esther Garza has over 30 years of experience in computer operations and ownership for oil and gas leases. She joined the company in 1983 in the real estate division before joining the Austin Mineral Division. She also served in data processing where she handled all company printing/shipping operations, as well as preparation of tax rolls, receipts and voter registration rolls. Esther currently maintains the ownership of oil and gas properties and provides valuable analysis of lease information for clients, operations, operators and tax agents.
Andrea Gomez, Division Order Analyst
Andrea Gomez brings 18 years of customer service and 4 years of previous experience as a Division Order Analyst for several counties in the Permian Basin.
Hailey Jordan
Hailey Jordan is an appraiser in the Mineral Division. She has four years of previous experience working with Appraisal Districts, primarily in West Texas. She holds a BS in Biology and a BS in Psychology from Angelo State University. She is currently pursuing her RPA.
Chandra Morris, Division Order Analyst
Chandra Morris has over 25 years of experience. She maintains the ownership of oil and gas properties and provides valuable analysis of lease information for clients, operators, and tax agents. Chandra came to Capitol Appraisal Group in 1991 after serving with the Liberty County Appraisal District.
Althea Roberts, Division Order Analyst
Althea Roberts has over 30 years of experience. She came to Capitol Appraisal Group in 1984 after working at the Bexar County Appraisal District. She maintains the ownership of oil and gas properties and provides analysis of lease information for clients, operators, and agents.
Jeff Ronk
Jeff Ronk is an appraiser in the Mineral Division. Jeff is a Petroleum Engineer with 30+ years varied experience in the Oil and Gas Industry working for large to small independents. He holds a BS in Petroleum Engineering from Colorado School of Mines and an MBA from West Texas State University. He is currently pursuing his RPA.
Miranda Smith
Miranda Smith has experience with clients and public relations, providing logistic product delivery and operational services at Army and Airforce Exchange Services in the United Kingdom. She has been responsible for training employees, providing precise reporting, maintaining inventories, managing, and tracking hazardous chemicals, assisting management, and providing excellent customer service. Miranda currently manages the Royalty Taxpayer Line for Capitol and is training as a Division Order Analyst in the Minerals Department.
Mari Sharma, Division Order Analyst
Mari Sharma brings experience from the public and private sector, both in the US and in the UK. She provides valuable support maintaining ownership for the oil and gas properties. She has a BA in Business Administration from South Bank University, London, UK.
LeLaina R. Taylor, RPA, Senior Appraiser
Client Relations Manager
LeLaina Taylor is a registered appraiser in the Mineral Division who has been involved in the appraisal industry since 2002. She specializes in market value appraisal of mineral property with in-depth knowledge of accepted principles, methods, and techniques. She holds a BS in Engineering Management Technology from Grantham University and an AAS in Accounting from Kilgore College.
Dylan Van Meter, RPA
Dylan Van Meter is an appraiser in the Mineral Division and provides support for the Royalty Taxpayer Hotline. He has 17 years of teaching Mathematics and Science in a secondary setting. He holds a BA in Biology and M.Ed. from the University of Texas.
Priscilla Weston, Division Order Analyst
Priscilla Weston has been maintaining ownership records for various counties since 2007 for oil and gas properties. She works closley with clients/operators/agents to properly examine, establish and maintain accurate ownership records as well as analyze estate documents, assignments, conveyances and deeds used in ownership transfers.
Leo Wideman
Leo Wideman is an appraiser in the Mineral Division. Leo is a Petroleum Engineer with 30+ years varied experience in the Oil and Gas Industry working for large to small independents. He holds a BS in Petroleum Engineering from The University of Texas, an MBA from University of Central Oklahoma, and an MDiv from Austin Seminary. He is currently pursuing his RPA.
David L. Barkelew, Senior Systems Analyst
David Barkelew is a systems analyst with 30 years of experience in system management and programming, including all layers of application design and development from database design to user interfaces. He is a graduate of the University of Texas at Austin with a BS in Computer Sciences.
Thomas Eberhart, Software Developer
Thomas Eberhart is a software developer with 2 years of full stack experience in application development, front-end UI design, and data science. His prior experience is in the manufacturing and supply chain industries. Thomas graduated from Oregon Institute of Technology with a BS in Software Engineering.
Rob Emerson, IT Quality Assurance Analyst
Rob Emerson started out his professional career as a High School History and Government teacher. Then proceeded into Strategic Defense Analysis and Systems Analysis with the Federal and State governments respectively before entering the Information Systems private sector field. He has 36 years in IT with 22 of those in Quality Assurance/Testing. He is graduate of Texas State University with degree in History and Computer Information Systems. He attended TSU and JMIC Graduate schools and is several courses short of Masters in History/Political Science and the same in Strategic Defense and Analysis.
Esmeralda Flowers, Product Tester/Business Analyst
Esmeralda Flowers has over 34 years in the property tax industry with experience in both appraisal and collections and software support environments. She began her career with Comal CAD before moving to Guadalupe CAD where she worked as data entry supervisor and systems administrator. Following her time at GCAD, she worked 16 years in CAMA software support aiding and training clients on both tax collection and appraisal software platforms.
Margo L. Kuykendall, Senior Support Specialist
Margo L. Kuykendall is a systems analyst with a background in the design and development of VBA applications and databases. She has provided software support for our unique custom appraisal and collection software designed exclusively for our appraisers and clients for 18 years. Her prior experience includes experience in the banking and soft drink industries. She is a graduate of the University of Texas at Austin with a BS in Management Information Systems.
Mary Catherine Robinson, Product Media Specialist
Mary Catherine Robinson (MC) is a product media specialist for Information Systems with a background in Marketing, Graphic Design and Media Production. She graduated from Texas State University with a BA in Mass Communications, as well as an MA in Mass Communications from Texas State.
Lynn Taets, Network Administrator
Lynn Taets has 35 combined years of experience in business administration and computer technology. She provides hardware, network, and software support to customers and all company employees. She graduated from Regis University with a BA in Business Administration and received her MS in Computer Information Systems from the University of Phoenix.
James R. Voges, RPA, GIS Specialist
James Voges is an appraiser in the Mineral Division and Industrial Complex Property Division. He assists the divisions with mapping utilizing Geographic Information Systems, and provides data support to our employees and clients. He graduated from Texas State University with a BS in Physical Geography and a minor in Geology with an emphasis in Geographic Information Systems and Cartography.
Simon Weisser, Software Developer
Simon Weisser is a software engineer with 2 years’ experience in cloud computing, data science and application development. He is currently assisting with the development of Capitol’s appraisal and collections software. Simon graduated from UT Austin with a BS in Mathematics and is currently pursuing in MS in Computer Science also from UT Austin.
Roland R. Bieber, Client Relations
Roland R. Bieber has 40+ years of tax office experience. He served as Tax Assessor-Collector for the city of Port Arthur for eight years, and 30+ years as Chief Appraiser for Jefferson County Appraisal District. He has served as President of the Texas Association of Appraisal Districts. He is currently serving his fourteenth year as a member on Tax Relief for Pollution Control Property Advisory Committee for the Texas Commission on Environmental Quality. Roland is a graduate of Lamar University, Beaumont, Texas with a BA in Accounting.
Ronny Burran, Client Relations
Ronny Burran has 35+ years in appraisal and tax office experience and eight years in the Savings and Loan industry. He received his RTA in 1985 and RPA in 1987. He served as Chief Appraiser for Terry County Appraisal District for 25 years. Ronny has served on numerous committees for the Texas Association of Appraisal Districts, as well as instructed courses for the organization. He attended South Plains College and Texas Tech University.
Shannon Douglass
Shannon Douglass is responsible for the imaging and document management of Capitol's Industrial and Minerals Departments. She brings over twenty years of professional office experience to Capitol, is a graduate of Texas State Technical College, and is certified in the field of Child Care.
Peggy Lutz, Administration
Peggy Lutz provides assistance to the President. Peggy brings over 30 years of experience including an extensive background in project management, software implementation, and contract analysis for the computer and medical device industries.
Carolyn Smith, Accounting Assistant
Carolyn Smith brings 20 years of accounting experience in small business and services. She is an executive assistant with business management and full charge bookkeeping experience. Her responsibilities include contract administration, accounts receivable, managing the full accounts payable cycle, including the processing and coding of employee expense reports, issuing checks,preparing bank reconciliations and 1099s. Carolyn is also responsible for administrating proposal processes, including gathering reports, updating the templates, editing and assembling the final product.
Kathleen J. Lewis, Administration
Kathleen (Kathy) Lewis brings 25 years experience in customer service and administration. She has an associate degree in English and Communication. She has experience with clients and public relations, providing worldwide delivery operational services. She has been responsible for assisting management, employment training, event planning, and communicating with clients.
